Research concept of decommissioning knowledge management for the Fugen NPP

The IAEA are developed the discussion for those situations and pointed out the importance of nuclear knowledge management. The nuclear knowledge management is developing a database as nuclear knowledge management. In recent years, the IAEA has also advanced knowledge taxonomies on nuclear accidents. These studies are attempts to appropriately arrange and utilize huge amounts of information. Even in nuclear facilities in Japan, it is pointed out that veteran staff aging and loss of knowledge and skill caused by retirement. Therefore, we created a prototype database system to utilize past knowledge and information for ATR Fugen. Now, there are few cases of past decommissioning that can be utilized. This study of pilot model concept revealed that it is not sufficient to just prepare a past data and information. This is what information other than the construction report requires the decommissioning and what kind of information should be gathered.

Since 2010, IAEA has held the NEM School to develop future leaders who plan and manage nuclear energy utilization in their county. Since 2012, JAEA together with Japan Nuclear HRD Network, University of Tokyo, Japan Atomic Industrial Forum and JAIF International Cooperation Center have cohosted the school in Japan in cooperation with IAEA. Since then, the school has been held in Japan every year. In 2006, Japanese nuclear technology and experience, such as lessons learned from the Fukushima Daiichi Nuclear Power Plant accident, were provided to offer a unique opportunity for the participants to learn about particular cases in Japan. Through the school, we contributed to the internationalization of Japanese young nuclear professionals, development of nuclear human resource of other countries including nuclear newcomers, and enhanced cooperative relationship with IAEA. Additionally, collaborative relationship within the network was strengthened by organizing the school in Japan.

Evaluation of Nuclear Knowledge Management; An Outcome in JAERI

Taking into consideration of national funds invested to individual research divisions in JAERI during the course of safety project studies, one found that a total input was approximately corresponded to $$4b$$. Qualitatively, JAERI contributed to (1) the governmental policies, (2) the scientific technologies and scholarship, (3) the industries (technology transfer, patents, commissioned research etc.), (4) the local society in the lab location area, and (5) the international cooperation. Quantitatively, JAERI made the creation of added value (cost benefit), cost reduction and reduction of cost loss produced either in direct or indirect manner as research outputs. One found that a total output during the course of nuclear safety project study was approximately $$6b$$ taking into consideration of nuclear market creation at electricity and facilities related to nuclear. This ex post evaluation tells that cost benefit made by nuclear safety project of JAERI is 1.5 ($$6b/4b$$) and such outcome contributes to the increase of general domestic products (GDP).

The Third International Symposium on Radiation Education was held on August 23-26, 2004 at Nagasaki, Japan. The fundamental knowledge of radiation and related nuclear matters should be properly communicated to students and general public. The symposium has been devoted to developing an effective method of radiation education. To remove unnecessary fears for radiation and to utilize radiation and nuclear energy to contribute to the human welfare, the spirit of radiation education was first announced internationally in 1998 at Hayama, Japan, and then confirmed in 2002 at Debrecen, Hungary, and now was reassured in August 2004 at Nagasaki. The symposium consisted of 5 sessions with 77 submitted papers, and involved 141 participants from 13 countries.

The distributed material database system named "Data-Free-Way" has been developed by four organizations (the National Institute for Materials Science, the Japan Atomic Energy Research Institute, the Japan Nuclear Cycle Development Institute, and the Japan Science and Technology Corporation) under a cooperative agreement. In order to create additional values of the system, knowledge base system, in which knowledge extracted from the material database is expressed, is planned to be developed for more effective utilization of Data-Free-Way. XML (eXtensible Markup Language) has been adopted as the description method of the retrieved results and the meaning of them. One knowledge note described with XML is stored as one knowledge which composes the knowledge base. This paper describes the current status of Data-Free-Way, the description method of knowledge extracted from the material database with XML and the distributed material knowledge base system.

The distributed material database system named "Data-Free-Way" has been developed by four organizations (the National Institute for Materials Science, the Japan Atomic Energy Research Institute, the Japan Nuclear Cycle Development Institute and Japan Science and Technology Corporation) under a cooperative agreement. It is a system which can display the data which the user demands without considering the organization which stores data as a table and a graph. The knowledge of the forte of each organization based on the retrieval result from the fact database is made aiming at more highly developed use of this system. The development of the system by which the user can refer to the knowledge is advanced. Though the retrieval result from the fact database was displayed as a table and a graph, that is, the finding note where they were described and expressed with XML as knowledge.
